Emin spent a semester at Hamburg University as a grantee of Copernicus, a student organization that I once co-chaired. He then spent another year in Germany at Trier University for his LL.M., and came back to Azerbaijan to work first for TACIS (a EU [legal] development aid office), and now for the Council of Europe and as the Azerbaijan representative of Friedrich-Ebert-Stiftung, a big German foundation close to the Social Democratic Party. Because of his work, his university studies in Baku, and perhaps most importantly because he is extremely smart, nice and funny, Emin knows people in all the important institutions of Azerbaijan. So I lunched and dined with a different interesting person each meal during my 5 days in Baku - aidees of the Constitutional Court, of the President, government officials from the Ministry of Foreign Affairs, representatives of TACIS, the UN, UNICEF, the International Development Corporation, and, on this picture, with the Azerbaijan and Caucasus bosses of GTZ, the German [legal] development aid office. Only this last meeting was not planned - we were just saying goodbye to the UN person when Emin spotted his friend, the Baku boss of GTZ, on the street. They started to chat, and I started to chat with the Caucasus GTZ boss Zeno, and we discovered that we knew each other from Hamburg where we had spoken with one another two or three times. The world really is very small.
